Hm, ah, so... This is Neil, one of my many OCs XD I haven't quite developed his character to a point where he's more than just a pretty cardboard cutout for me to ogle at and doodle on my notebook when I'm bored, but his personality I've decided is more or less mellow with a hint of sarcasm.
